As Managing Partner and Co-Founder, Elaine oversees Parliament Marketing Group’s operations from its main office in Teays Valley, West Virginia. Specializing in helping businesses with their marketing operations and brand-growth strategies, Elaine is a journalist-turned-marketer with nearly 25-years of media, marketing, and advertising experience. She focuses on helping companies design and execute community-centered marketing plans. She also works with clients as a photographer, producer, writer, media trainer, and political consultant.

Elaine currently serves as the Public Information Officer for Putnam County 911/Office of Emergency Management and Teays Valley Fire Department for natural and manmade disasters and emergencies within their service areas. 

Elaine holds a Bachelor of Science degree in Journalism from West Virginia University where she was a member of Chi Omega Fraternity. She lives in Teays Valley, West Virginia, with her husband Ben and Boston Terrier Millie. In addition to Parliament, Elaine owns and operates her own online store, Elaine Freeman Designs,  featuring her handcrafted jewelry, illustrations, and stationery designs. She loves traveling, watching marathons of Law & Order and Chicago PD, and studying fashion, art and architecture. 

Jill co-founded Parliament Marketing Group at the young age of 21, specializing in social media engagement. As our Social Media Engagement Specialist, 

Jill was responsible for growing and protecting our clients' brands on various social media platforms. She accomplished this by engaging with fans, identifying and acting upon trends in a timely manner, and listening for topics that could negatively impact our clients' brand image. Jill served as a brand evangelist by actively participating in all conversations related to our clients' brands in the social space. She responded to customer comments, including service issues, and proactively sought opportunities for further organic growth by staying up-to-date on trends in the news and pop culture references. 

Jill has a Bachelor of Science degree in Strategic Communications from West Virginia University, where she minored in Communications & Event Planning. She was also a member of Chi Omega. Jill oversaw our operations and accounts in north-central West Virginia. She currently resides in Alexandria, Virginia, enjoys volunteering with local animal shelters whenever she can, and has two Boxers.
